By 1962 both the Voodoo fighter and the Bomarc, under the control of the commander-in-chief of norad, had become symbols of Canada’s ambivalent engagement in the air defence of the continent. Throughout the Cold War, Canada was under constant pressure from the United States to be a more proactive partner in the defence of North America from air attacks by the Soviet Union. Despite Canada’s secret agreement with the US government in 1957 to adopt five nuclear weapons systems, the Conservative government 32 under John Diefenbaker balked after the agreement became public in 1960.
