Some parts of Asia, notably Singapore, Hong Kong, Taiwan, and South Korea, have rates of per capita Internet access at leading international levels. In other parts, such as North Korea, there is very little access. In China, high access in the major coastal cities stands in stark contrast to minimal access in the rural areas.

Some people have access to, and are able to harness the benefits of digital resources, revolving mainly around information and communications technologies (ICT). Others are cut off from this and are deprived not merely of the immediate benefits of digital technology but also, by extension, many of the fruits of the modern economy. Although the phrase was coined in the United States to refer to domestic disparities in access to the digital economy (especially on ethnic and class lines) it may, of course, be applied globally.
